Read a Defense Topic
BAA/CSO hierarchy, component instructions, amendments, Topic Q&A, and the prerelease TPOC rule.

Firm record, roles, and Login.gov should already work so you can open topics and Topic Q&A inside DSIP.
Why this matters
A DSIP topic page is not the complete solicitation. Most compliance failures come from reading only the topic abstract — skipping the program BAA/CSO, component instructions, amendments, and Q&A.
BAA vs CSO
Generally seeks scientific study, experimentation, basic or applied research to advance knowledge or the state of the art.
Competitive procedure focused on innovative commercial items, technologies, services, or new capabilities for a mission need. A CSO does not automatically mean an Other Transaction award.
SBIR/STTR is the program; BAA or CSO is the announcement method. Reproduce the exact official title from the documents when you work a live topic.
Instruction hierarchy
- 1Program-wide BAA / CSO
Eligibility, general volume rules, definitions, and process that apply across topics.
- 2Component instructions
Service or agency supplements. They often take precedence where they expressly conflict with the program document.
- 3Topic and attachments
Technical need, deliverables, special templates, page limits, and evaluation emphasis.
- 4Amendments
Dates, requirements, and corrections published after release — re-read after every amendment.
- 5Topic Q&A and DSIP fields
Official answers bind proposers. Portal fields must match what instructions require.
Topic lifecycle & the TPOC rule
- 1Prerelease
Topics become visible; dates and instructions publish; start compliance work; TPOC contact generally permitted for clarification.
- 2Open
DSIP accepts proposals; direct TPOC contact ends; technical questions go to DSIP Topic Q&A; monitor amendments.
- 3Q&A cutoff
Technical-question deadline may be before proposal close — often about two weeks prior, but the active BAA/CSO controls.
- 4Close
No late proposals for account problems. “In Progress” or “Ready to Certify” is not submitted.
You can read a topic correctly
- You located program BAA/CSO, component instructions, topic, amendments, and Q&A
- You know whether the announcement is BAA or CSO and which phase applies
- You logged open / Q&A / close dates on a shared calendar
- You understand when TPOC contact is allowed vs Topic Q&A only
- You set an internal submit deadline ≥72 hours before close
